The Hydro Act (Manitoba) is specific and prescriptive. With regards to regular (routine) access to the (hydro) meter in context of electricity and consumption, pertains to risk of bypass and unauthorized use and run up that may not be immediately evident to the tenant if such access was not granted. This means daily and in-person access to the (hydro) meter, not merely the provision of photograph. Duly signed. Of note.
In my discussions with Manitoba Hydro on 4 separate occasions, account creation per individual per tenant has been denied. This is because, at this community of apartment buildings, namely those in the 700 block of Sterling Lyon Parkway, the tenant NEVER is given access to the meter for ANY purpose, including that pertaining to obtaining a reading. All of the meters are kept in a locked area of the complex to which I have neither key nor fob to allow entry. The builder of this complex was told of this in March 2018.
This is highly suspicious given that I am personally being threatened with service disconnection. I am concerned that something is going and may be related to bypass and illegal operations.
Please do not ASK ME AGAIN to set up my own individual account with Manitoba Hydro. They will not allow it. I will not endorse it.
